The FY 2027 tax rate is set by the Commissioners Court with the Adopted Budget. The allocation between Capital Acquisition Resources (CAR) projects and Certificates of Obligation (COs) is finalized with the Adopted Budget.

Compensation: the FY 2027 Preliminary Budget continues the countywide policy of a $22.16/hour minimum wage and County pay-scale adjustments, with fee schedules reviewed for full cost recovery per GFOA best practices.

Special funds are legally restricted to specific purposes. Budgets reflect total resources (beginning balances plus estimated revenue) as published in Section II of the Preliminary Budget.

The Employee Health Benefit Fund and Risk Management Fund are internal service funds. Raising Travis County (Fund 0163) carries $186.5 million in resources for early-childhood investment.
Capital & Debt
Capital funding for FY 2027 may include Capital Acquisition Resources (CAR) budgeted in the office or department, funding budgeted in a central department, or potential Certificates of Obligation (COs). The allocation between CAR projects and COs is still being finalized — CO totals will be shown separately in the FY 2027 Adopted Budget.

Centralized Computer Services & CourtsTravis County issues voter-approved bonds and Certificates of Obligation to finance long-lived infrastructure. The FY 2027 debt issuance and associated debt-service requirements are finalized by the Commissioners Court with the Adopted Budget; the final CO project list is presented to the Court for the FY 2027 issuance. Debt service is budgeted in dedicated debt service funds outside the General Fund schedules shown in this portal.
